Open Question: how should I go about finding the best doctor for back surgery patients?

**I'm posting this for my father** I live in Baltimore, MD I'm a 52 year old male, smoker, and had a L5-S1 discectomy in 2008. my symptoms have worsened and I have been told I need to go back under the knife. I'm looking for a neurosurgeon in the Maryland/DC area with great reviews in working with sciatic nerve damage. I've been recommended to Dr. Allen Belzberg from Johns Hopkins but cannot find a lot of information. This time i want to do this right.
